David Murphy, PE, CFM is CIRCA’s Director of Resilience Engineering. He supports the Resilient Connecticut program. Prior to joining CIRCA, David spent many years in consulting where he established a resilience practice. Projects included development of natural hazard mitigation plans and hazard mitigation grant applications; flood mitigation studies and design; floodplain management; community resilience planning and design; and resilience planning and design for specific sectors such as historic and cultural resources, small businesses, critical facilities, green infrastructure, public water systems and sources, and roadways. David holds a BS in Geological Sciences from Cornell University and a MS in Hydrology and Water Resources from the University of Arizona. He is a licensed professional engineer.
