Please provide a detailed project description and workplan. Format your project description and workplan with the following sections: 1) Project description (include project name and applicant address); 2) Workplan (including timeline, deliverables, project team members and roles); 3) Resumes for team members; 4) Partner roles and responsibilities (if applicable); 5) Sources of leverage and amounts (if applicable); 6) Define expected collaboration with CIRCA (if applicable); 7) Letter(s) of support demonstrating municipal leadership or benefit. Note Track 2 applicants should also indicate a state or federal grant program targeted for primary funding and describe if the project benefits multiple sectors (e.g. transportation, environment, health, safety). The combined project description and workplan should be limited to 5 pages in length (not included in the page count are resumes or letters of support).
